Small-cap stocks pushed higher on the open but slipped back into negative territory about 20 minutes into the session as oversold conditions, bargain hunting and a bounce in downtrodden commodity shares battled with dreary weekly claims data, which showed the latest filings at seven-year highs and continuing claims at 25-year highs. Small-cap stocks fall; ENOC, SLW, and DTG lead gainers

Small-cap stocks pushed lower on the open as sloppy profit numbers and weak economic data returned to center stage now that the U.S. presidential election has been decided following last night’s historic runaway victory by Barack Obama. • Crude oil prices pushed lower into the stock market open, staging a moderate pullback after Tuesday’s big rally and before inventory data comes out later this morning.
• BMO's Andrew Busch: A stimulus package of $150B will likely be enacted, with checks mailed out by March.
• From a strict company perspective, there is a broad sense that an Obama presidency would be positive for solar and wind companies.
• Today Treasury said it will resurrect 3-year note, do more auctions of 10-year notes & 30-year bonds to fund the gvnt.’s borrowing needs.
• There was another big pullback in Libor rates overnight, which should help encourage inter-bank lending and help thaw out the credit market freeze.

Small caps slump as weak economy back in spotlight

Small-cap stocks pushed lower on the open as sloppy profit numbers and weak economic data returned to center stage now that the U.S. presidential election has been decided following last night’s historic runaway victory by Barack Obama. At 10:05 a.m. ET, the Russell 2000 (NYSE:IWM) was down 7.05, or 1.29%, at 538.90.

The ISM Non-Manufacturing Survey came in at 44.4, which was well below the forecast of 48.0 and was at the lowest point in the 10-year history of the survey. Interestingly, stocks actually trimmed losses after the glum report, but remained in negative territory.

Earlier this morning, the ADP Employment Survey was reported at minus 157,000, well below the forecast for a 100,000 loss. Even though the ADP report has not been tracking very well with the Labor Department survey, today’s ADP data cast a pall on the market heading toward Friday’s big monthly employment report. In addition, the MBA Mortgage Applications Index tumbled 20.3% last week to the lowest point since December 2000 in response to a jump in fixed mortgage rates, and purchase activity slipped by 13.9% and is also at the lowest level since December 2000.

There was another big pullback in Libor rates overnight, which should help encourage inter-bank lending and help thaw out the credit market freeze. Supply remains an issue in credit markets and today the Treasury said it will resurrect the 3-year note and conduct more frequent auctions of 10-year notes and 30-year bonds to fund the government’s staggering borrowing needs.

The market was now buzzing over what impact President-elect Obama will have on difficult pressing issues about the economy, jobs erosion, the housing meltdown, the financial crisis and the wars in Iraq and Afghanistan. While it appears a daunting task, Obama will enter the job with a mandate for change from the people and a big majority in the House and Senate to further his plans. From a historical perspective, it’s interesting to note that the stock market has lost about 1% in the first month after electing a new Democrat changeover to the White House, but then the market has rallied 10% over a 12-month period after the election. From a strict company perspective, there is a broad sense that an Obama presidency would be positive for solar and wind companies and potentially negative for defense contractors and big oil companies.

Strategists with BMO Financial Group said in a press release that Obama’s . . .

Small caps close in the green; SVNT, SVVS and HERO lead gainers

Small caps closed up nearly 2%, embracing the Fed’s rate cut, a thaw in credit markets and a bounce in commodity-tied stocks. Today’s small-cap gainers are Savient Pharmaceuticals (Nasdaq:SVNT), Savvis (Nasdaq:SVVS) and Hercules Offshore (Nasdaq:HERO).

Other Market Watch highlights today included:

• The rate cut by the Fed coincides with global easing; just last night, central bank officials in China cut rates by 0.27% and European leaders hinted that further rate cuts are possible.
• It’s possible that the bulls were corralled a little bit today, leery to take a big bullish stand ahead of Thursday’s GDP report.
• Commodities were a key part of the story today, which may explain some of the relative strength in small caps, which have shown a tendency to more closely track commodity trends in recent weeks.
• Crude oil prices jumped some 9%, or more than $5 a barrel, bolstered by oversold conditions and a slide in the U.S. dollar, which tumbled some 1.4% against the euro.
• Copper has soared some 14%, which is particularly interesting because copper is often seen as a proxy for economic activity around the globe. Copper has collapsed in recent weeks, but a stabilization in that market would be a positive sign for the global economy.

Small Cap Gainers:

• BioMimetic Therapeutics reports promising clinical results using injectable bone graft. Shares close up 21%. See (Nasdaq:BMTI).
• Tessera Technologies shares surged 30% after arbitration ruling. See (Nasdaq:TSRA).

Clean Energy buoyed in pre-market trading on Cramer comment

“It’s even better than Warren Buffett being a shareholder,” Cramer said, because Buffett doesn’t control the House of Representatives.”

Clean Energy Fuels: How green is your money?

Clean Energy Fuels Corp. (Nasdaq:CLNE)
Seal Beach, Calif.
http://www.cleanenergyfuels.com/

52-week low / high: $10.81 / $20.65
Shares Outstanding: 44.27 million
Market Capitalization: $525 million

It wasn’t long ago when sitting behind a bus in traffic meant bearing the brunt of tar-black exhaust clouds blown your way. These days, though, the air has never smelled cleaner in traffic jams across the country, thanks to Clean Energy Fuels Corp. (Nasdaq:CLNE).

The Seal Beach, Calif.-based company provides natural gas as an alternative to gasoline or diesel for more than 200 fleet customers in the United States and Canada, operating over 14,000 natural gas vehicles, including public transportation, refuse hauling, airports, taxis and regional trucking.

Clean Energy designs, builds, finances and operates fueling stations to supply its customers with compressed natural gas (CNG) and liquefied natural gas (LNG). It also helps customers acquire and finance natural gas vehicles and attain local, state and federal clean air incentives. The company owns, operates or supplies 172 natural gas fueling stations in 11 states including California, Massachusetts and Texas.

In 2006, Clean Energy began offering loans to its customers of up to 100% of the up-front capital needed to purchase natural gas vehicles or convert existing vehicles to use natural gas.

On March 17, the company served up a clean bill of health: for the fourth quarter ended Dec. 31, 2007, revenue rose to $29.7 million, up from $26.7 million. For the year ended Dec. 31, 2007, revenue grew to $117.7 million, compared with $91.5 million in 2006. Clean Energy’s combined volume of CNG and LNG delivered in the fourth quarter of 2007 increased to 18.2 million gallons, compared with 17.7 million gallons in the same period a year ago. For the year ended Dec. 31, 2007, the combined volume of CNG and LNG delivered rose to 75.3 million gallons, up from 68.4 million gallons in 2006.

"We are pleased to report another successful year for Clean Energy, as our revenue for 2007 increased 29% year over year,” Clean Energy president and CEO Andrew J. Littlefair said in a statement. "With rising fuel prices and growing awareness of air quality issues, we are benefiting from an increasing number of fleet vehicle operators seeking an alternative to diesel.

Worries about global warming and a cleaner environment are only becoming more magnified, benefiting Clean Energy going forward and giving traders the green light to invest in something cleaner than oil.

Clean Energy Fuels: Squeaky clean

When T. Boone Pickens speaks about energy, the world listens. And while Pickens made his mark in running Mesa Petroleum for four decades, he’s now betting heavily that other energy sources will play an even more vital role in quenching that thirst for fuel.

Billionaire oil baron Pickens was co-founder in 1996 of Clean Energy Fuels Corp. (Nasdaq: CLNE), a Seal Beach, Calif.-based company that has become the largest provider of vehicular natural gas in North America. It has a dominant footprint in meeting the demand for both liquefied natural gas (LNG) and compressed natural gas (CNG) for vehicles, and has 174 fueling stations in 10 states, two Canadian provinces and in Peru.

His dream: set up a string of natural-gas fueling stations not only across the United States, but around the world. A lofty goal, to say the least, and one that received a cool reception from investors when Clean Energy Fuels became a public company in May 2007.

Still, analysts tracking the progress of this young stock haven’t lost interest in it and according to Thomson Financial, two of the three analysts have Clean Energy Fuels as a “strong buy.” The other has it at “hold.” Thomson calculated a median 12-month target price of $18.

The expectations of the September 2006 IPO announcement was scaled up in April 2007, then throttled back by 50% to 10 million shares. The stock was priced below the expected $13 to $17 range at $12 on May 24, and Clean Energy Fuels finished the first day of trading at $12.04, with the company netting about $108.5 million.

Despite the lackluster Nasdaq debut, Clean Energy Fuels has climbed as high as $20.65, on Oct. 17, clawing back from the $10.81 low seen last Aug. 16. It has stayed around $15 since then, closing on Tuesday at $15.90.

Economic data lifts Russell 2000

The Russell 2000 (NYSE: IWM) and the Dow snapped a two-day losing streak to post solid gains on news of positive economic reports. The small-cap index added 13.58 points, or 1.81%, to 765.64. The Dow Jones Industrial Average (INDU) climbed 196.23 points, or 1.48%, to 13,444.96.

On a year-to-date basis, the Russell 2000 has lost 2.77%, while the Dow has gained 7.78% and the S&P 500 has advanced 4.83%.

The bulls owned the session today following news of a greater-than-expected rise in third-quarter U.S. productivity.

The Labor Department reported that non-farm U.S. productivity increased at an annualized rate of 6.3% during the third quarter, which is above the initially reported increase of 4.9% and the largest productivity gain in four years. Economists were expecting to see a narrower increase. Productivity rose 2.2% during the second quarter.

The same report also showed that unit labor costs, the cost of worker compensation and benefits per unit of manufactured output, declined 2%.

Unit labor costs are a key measure of inflation because if a rise in labor costs is not matched by a rise in productivity, the company must either absorb the increased costs or pass them along to the consumer in the form of higher prices.

Russell 2000 continues strong

The Russell 2000 (NYSE: IWM) continues to post strong gains, buoyed by news of upbeat economic data. At 2:09 p.m. ET, the small-cap index had climbed 12.38 points, or 1.65%, to 764.44. The Dow Jones Industrial Average (INDU) had advanced 188.75 points, or 1.42%, to 13,437.48.

Non-farm U.S. productivity increased at an annualized rate of 6.3% during the third quarter, according to revised numbers released by the Labor Department before the start of trading.

That’s above the initially reported increase of 4.9% and the largest productivity gain since the third quarter of 2003.

Meanwhile, the same report showed that unit labor costs, a measure of inflation, fell 2%, as productivity increased and hourly compensation was revised downward.

That means that the U.S. economy can grow without a rise in inflation.

Numbers released after the start of trading by the Institute for Supply Management showed that non-manufacturing sector business activity fell to 54.1 from 55.8 in November.
