Volatile day ends with mild dip for small capsSmall-cap stocks turned lower Tuesday, rejecting an impressive morning rally as financial and tech stocks failed to gain traction even with the benefit of a sharp pullback in crude oil prices. The Russell 2000 (NYSE:IWM) closed down 0.99, or 0.13%, at 738.51. For the year, the Russell is down 3.5%, which is quite a shift from the morning rally when the Russell looked poised to post one of the highest daily settlements of the year. The selling pot was stirred among large caps too, with the Dow slipping 0.2% on the day; the Dow is now down 13.1% for the year. In addition, the S&P 500 lost 0.4% Tuesday and is off 13% for 2008. The dramatic reversal in fortune for stocks today left a mild bearish reversal formation on daily charts as the Russell closed lower after threatening to challenge move highs in the morning. In addition, when a market sinks in the face of seemingly bullish news, it is often considered a classic signal that something else is wrong. In this case, the market seems to be saying that a little relief at the gas pump isn’t enough to fix what ails the economy or the credit crisis. It’s interesting to note too that the erosion in stocks seemed to coincide with a surge in Treasury markets. The yield on the benchmark 10-year note tumbled nearly 2% to the lowest closing level since late April. Yields move inversely to price, which means that demand for Treasury products (a traditional safe-haven) was strong today. Some of that push for a safety net seemed to move in tandem with the Fitch downgrade of paper debt for mortgage lending giants Fannie Mae (NYSE:FNM) and Freddie Mac (NYSE:FRE). If there were concerns in the market about the government-sponsored enterprises, they didn’t really show up in the stock, as shares in FNM rose 8%, while FRE jumped 14%. The day dawned brightly for equities as investors embraced a huge slide in crude oil prices. Even though the stock market turned lower in the afternoon, crude oil prices still lost about 5% on the day, sinking $5.75 a barrel to $109.71. The stiff decline in energy prices was accompanied by a big rally in the U.S. dollar, and a whole host of commodity markets succumbed to the pressure — all of which would seem . . .

China Sunergy rises on analyst upgrade, Q2 earnings that beat Street estimatesShares of China Sunergy (Nasdaq:CSUN) continued their upward climb this morning when a Jefferies & Co. analyst upgraded the stock to “buy” from “hold.” The Nanjing, China-based solar-cell manufacturer was up 3.5% this morning on the news after having gained 18%, or $1.79, on Friday. Before the bell on Friday, China Sunergy had reported second quarter earnings of $0.08 per share that beat analysts’ estimates by $0.02. China Sunergy cited higher revenue from solar cells for its second-quarter performance. By mid-morning the stock is at $12.13, up 3.5%. Green day for Russell as Fed chair eases inflation concernsAfter opening higher on the session, small caps accelerated into the green as Federal Reserve Chairman Ben Bernanke eased inflation concerns and oil deflated. At 12:00 p.m. ET, the Russell 2000 (NYSE:IWM) was up 6.44, or 0.89%, at 731.69, while the Dow gained 156.82, or 1.37, to 11587.03. Bernanke, speaking at a conference for central bankers in Jackson Hole, Wyoming on financial stability, said that recent declines in commodity prices and stabilization of the dollar were “encouraging,” and that although the inflation outlook is uncertain, the Federal Reserve will act as needed to maintain price stability. As Bernanke spoke the gains accelerated in the market. Adding to the glee, oil has sold off $3.42 a barrel to roughly $117.76 midday, as OPEC announced that it would increase output though anxiety surrounding tensions between United States and Russia remain on the radar. As oil has deflated, the greenback rallied against the euro and the yen after a sharp dip on Thursday. In other positive trading catalysts, “The Oracle of Omaha,” Waren Buffett, said on CNBC that stocks are “more attractive” today than they were a year ago and that he currently does not have any bearish bets against the dollar. Small caps rally on crude dip, Buffett, Bernanke commentsSmall-cap stocks pushed higher on the open, buoyed by a slide in crude oil prices, a bounce in the U.S. dollar, and soothing comments from billionaire investor Warren Buffett. At 10:04 a.m. ET, the Russell 2000 (NYSE:IWM) was up 8.35, or 1.15%, at 733.60, holding on to gains after the first flash of headlines from Federal Reserve Chairman Ben Bernanke. Bernanke, speaking on financial stability, said that recent declines in commodity prices and the stability of the dollar were encouraging, and that although the inflation outlook is uncertain, that the Federal Reserve will act as needed to maintain price stability. Buffett, nicknamed “The Oracle of Omaha” said on CNBC ahead of the opening this morning that stocks were “more attractive” today than they were a year ago and that he does not have any current bearish dollar investments. Buffett’s comments provided a lift to stock index futures and to the dollar ahead of the regular market opening. Crude oil prices were in retreat mode this morning, unable to extend the dramatic rally from Thursday’s action. Crude oil prices were down nearly $2 dollars a barrel, hovering just below $119, weighed down by OPEC output increases. Small caps swoon in June below two-month lowAfter plunging out of the gate this morning, small-cap stocks continue to bleed mid-session, besieged by a continued troubling outlook for financials, disappointing guidance by tech heavyweights, a lackluster outlook for the auto sector and a slowing economy — all of which sparked concern for suppressed corporate earnings for the near foreseeable future. At 1:19 p.m. ET, the Russell 2000 (NYSE:IWM) was down 16.70, or 2.33%, to 699.60, tumbling below a two-month low on April 22. The Dow skidded 241.58, or 2.05%, to reach a low for the year of 11,570.25, while the Nasdaq swooned 61.92, or 2.58%, to 2339.34. Stocks are under pressure after Goldman Sachs downgraded the brokerage sector to “neutral” from “attractive,” citing a lack of positive catalysts going forward and eroding fundamentals. Goldman claims that investors are focusing more than needed on the possibility of another major bank collapse. The investment bank also downgraded Dow component Citigroup (NYSE:C) to “sell,” pushing the bank down 5% midday. Merrill Lynch (NYSE:MER) shares were off 4%, joining the weakness seen in financial shares after the opening. Fresh concerns surrounding the health of the auto industry have also surfaced after Goldman Sachs lowered its rating on General Motors Corp. (NYSE:GM) to “sell” from “neutral,” sending shares sinking 10% mid-session. The tech-heavy Nasdaq has been battered the most today, dragged down by disappointing guidance from tech juggernauts Research in Motion (Nasdaq:RIMM) and Oracle Corp. (Nasdaq:ORCL) Oracle posted solid quarterly results, but provided a cautious outlook for the next quarter. Shares for the third-largest software maker were off 3% early. Rim was downgraded by JMP Securities to market perform from market out perform today The blackberry maker said its revenue and earnings doubled, but issued a cautioned that earnings could come under pressure as it ramps up spending. In economic news, GDP for the first quarter was upwardly revised to 1%, as expected. The figure is dated as we near the end of the second quarter, but does indicate that the economy did not slide into negative growth to start 2008. China Sunergy Co., Ltd. (Nasdaq:CSUN) is sliding in pre-market trading after the solar cell maker announced late Monday that it will sell $45 million in convertible senior notes to a private buyer. The China-based company said it plans to grant the purchaser an option to buy an additional $5 million of the notes. The terms and timing of the offering have not been finalized.
