The late-session snapback rally on Tuesday brought stocks back from the depths of Monday's losses, but many observers still say that we're not out of the woods yet.

What's stalking investors in the dark woods is a bear market. Small-cap stocks on Monday were down 25 percent from the Russell 2000's most recent high of 869 on May 2nd, but Tuesday's buying spree pushed the Russell 2000 back to 'just' a 20 percent decline - the threshold for a bear market.

Still, the latest pronouncement from Federal Reserve policymakers brought the buyers out of the woods and off the sidelines, given the availability of many bargain prices for stocks.

Spectranetics Corp. (Nasdaq:SPNC), Volt Information Sciences Inc. (Nasdaq:VOL) and Blyth Inc. (Nasdaq:BTH) are among the biggest percentage losers in Thursday's trading among companies with market capitalizations under $1 billion.

Also included among the results: Opnext Inc. (Nasdaq:OPXT), Hovnanian Enterprises Inc. (Nasdaq:HOV), Houston American Energy Corp. (Nasdaq:HUSA), Acme Packet Inc. (Nasdaq:APKT), Northern Oil and Gas Inc. (Nasdaq:NOG) and Diamond Management & Technology Consultants Inc. (Nasdaq:DTPI).

Here are the biggest percentage losers among small caps:

Independent energy company Northern Oil & Gas Inc. (AMEX:NOG) is falling 8% today after Barron’s financial newspaper issued caution against the stock, alleging the company’s deals are mostly through the CEO’s family members. The paper also said in its July 28 edition that the company had a large amount of underdeveloped land.

In today’s trading, shares of Wayzata, Minn.-based Northern Oil & Gas are at $9.01 at 1:19 p.m. ET, off $0.81 from Friday’s close. Trading volume is below the average number of shares. Shares have ranged between $6.95 and $16.40 during the past year.

Energy company Northern Oil & Gas Inc. (AMEX:NOG) is up 12% today after reporting ahead of the opening it had successfully completed three wells in North Dakota’s Bakken development. The discovery brings Northern’s total number of producing wells to 11.   

“We continue to accelerate our participation in successful North Dakota Bakken development, providing solid production results,” said CEO Michael Reger. “With over 70 permits pending, our net production should continue to grow at an increasing rate in the second half of the year.”

In today’s trading, shares are at $12.48 at 10:03 a.m. ET, up $1.37 from Friday’s close. Shares of the company have ranged from $6.95 to $16.40 during the past 52 weeks.

MEDecision Inc (Nasdaq:MEDE), Vantage Drilling Co. (Nasdaq:VTG) and Northern Oil and Gas Inc (Nasdaq:NOG) are among the new 52-week highs in Wednesday's trading among companies with market capitalizations under $1 billion.

Also included among the results: RAM Energy Resources Inc (Nasdaq:RAME), Pyramid Oil Co (Nasdaq:PDO), Panhandle Oil and Gas Inc (Nasdaq:PHX), National Coal Corp (Nasdaq:NCOC), Kensey Nash Corp (Nasdaq:KNSY) and Integral System Inc (Nasdaq:ISYS).

MEDecision Inc (Nasdaq:MEDE), Pyramid Oil Co (Nasdaq:PDO) and Tri-Valley Corp (Nasdaq:TIV) are among the biggest percentage gainers in Wednesday's trading among companies with market capitalizations under $1 billion.

Also included among the results: Royale Energy Inc (Nasdaq:ROYL), PAM Transportation Services Inc (Nasdaq:PTSI), FieldPoint Petroleum Corp (Nasdaq:FPP), Northern Oil and Gas Inc (Nasdaq:NOG), Reddy Ice Holdings Inc (Nasdaq:FRZ) and Sonesta International Hotels Corp (Nasdaq:SNSTA).
