Stocks are in rally mode on the last day of March, with investors snapping up deals in tech and financial stocks as the second quarter comes to a close.

At 2:02 pm ET, the Russell 2000 (NYSE:IWM) is up 12.66, or 3.04%, at 428.63, while the Dow is up 2.03% at 4,674.94, and the S&P 500 is up 2.12% at 804.22.

Lackluster economic data out this morning did little to put a damper on the upbeat mood on Wall Street today, with investors going on a full-fledged buying spree of stocks such as Google (Nasdaq:GOOG), IBM (NYSE:IBM), Bank of America (NYSE:BAC) and Citigroup (NYSE:C).

Small caps on the move this afternoon include TBS International Limited (Nasdaq:TBSI), up 23% on a better-than-expected Q4 profit, and Canadian Solar Inc. (Nasdaq:CSIQ), up 21% on a new study out that shows the small cap is poised to experience dramatic growth.

*****Today is the last day of the second quarter. Mutual funds are no doubt buying the top performers to make their holdings look good. That helps explain today’s rebound. But what about yesterday’s declines?

Obviously, a quick 25% rally is going to have investors taking profits. This was especially apparent in the small-cap sector. It’s well known that small-cap stocks outperform when the stock market is recovering from a deep sell-off. Average gains for small caps digging out of the hole are 24%.

And we saw almost exactly that level of gain with Hovnanian Enterprises (NYSE:HOV).

Unfortunately, small-cap stocks bore the brunt of yesterday’s selling. In some cases, two weeks of gains were wiped out in one day. Hovnanian closed exactly at the price where I recommended it a week ago — $1.52.

It’s up modestly so far today and I have no problem holding it a bit longer.

• Con-Way Inc. slumped 16% as the freight transport company revised guidance lower. See (NYSE:CNW).

Small-cap stocks remained solidly higher into mid-session activity, with industrial, commodity and energy stocks paving the way higher after President-elect Obama announced plans for a massive infrastructure project over the weekend. At 12:39 p.m. ET, the Russell 2000 (NYSE:IWM) was up17.63, or 3.82%, at 478.73.

Looking at S&P sector activity, the best performers so far today have been industrial real estate investment trusts, metal and mining companies, automobile manufacturers, aluminum firms, steel companies, engineering and construction companies, coal companies, farm construction and machinery and specialized finance. As you can see, it’s easy to tie many of those sectors into beneficiaries of a wave of infrastructure projects.

On the downside, personal products firms, hypermarkets, food distributors, retail drug companies and restaurants were the primary losing sectors so far today.

On the big-cap side of the ledger, heavy equipment manufacturer Caterpillar Inc. (NYSE:CAT) soared 13% as investors priced in the potential benefits of the Obama infrastructure push.

Commodities in general were in favor today, with crude oil prices climbing 7%, while energy stocks were up more than 4%. OPEC leaders were talking about additional production cuts to trim supply amid soft demand and a weak tone in the U.S. dollar against the euro also provided a boost to commodities.

Individual small caps on the rise today included Integrated Electrical Services Inc. (Nasdaq:IESC), which jumped 34% presumably riding the wave of industrial and energy-related services companies higher. TBS International Ltd. (Nasdaq:TBSI), jumped 30% as the ocean transportation services company got an earnings-related lift. James River Coal Co. (Nasdaq:JRCC) rallied 26%, receiving a lift with other beaten-down commodity names.

Small caps have plunged this afternoon, as recession fears have gripped stocks. Already concerned about still frozen credit piping, a slew of lackluster economic data and a sobering speech by Fed Chairman Ben Bernanki only served to push the market lower. At 2:36 p.m. ET, the Russell 2000 (NYSE:IWM) was down 34.81, or 6.28%, to 519.99.

A ghastly retail sales report, hit equity markets hard this morning, causing traders to keep their fingers on the sell button. September retail sales plunged 1.2%, which was nearly double the forecast for a slide of 0.6%. This marked the largest one-month decline since August 2005. Even worse, this was the third consecutive month retail sales have fallen, which hasn’t happened in more than 17 years. With two-thirds of the U.S. economy driven by consumer spending, the plunge in retail sales signals to the reality of a consumer led recession.

Adding to the grim economic picture, factory activity in New York slumped in October, with the NY Manufacturing Survey down 24.6% to the lowest reading in some seven years.

Also, on the economic docket today, the producer price index, a measure of wholesale inflation, wasn’t nearly as dismal. The headline figure for PPI met the forecast at minus 0.4%. “Although the core component is a little worrisome, lower commodity prices and the firmer tone the USD is taking should restrain costs in the year ahead,” BMO Capital Markets economist, Jennifer Lee wrote today.
