Northern Technologies International Corp (Nasdaq:NTI), American Spectrum Realty Inc (Nasdaq:AQQ) and Tercica Inc (Nasdaq:TRCA) are among the new 52-week highs in Thursday's trading among companies with market capitalizations under $1 billion.

Russell rallies on claims, chain-store sales

Small-cap stocks pushed higher on the opening, supported by better-than-expected weekly unemployment claims numbers and solid May chain store sales figures. However, the market was still on edge about the re-emergence of credit crunch jitters and, to some degree, simply marking time before Friday’s big jobs report. At 9:52 a.m. ET, the Russell 2000 (NYSE:IWM) was up 5.91, or 0.79%, at 749.62.

The weekly claims report headline figure came in at 357,000, which was much better than the forecast of 375,000. Typically, the weekly claims data is a minor blip on the numbers agenda, but with the monthly employment report on tap Friday, investors had a little extra interest in the numbers this week. Also, the ADP payroll figures were surprisingly strong Wednesday, which raises hope that Friday’s big jobs release could carry a bullish surprise.

Chain store sales results have been pouring in this morning, sporting solid numbers for discounters in particular. Costco (Nasdaq:COST) same-store sales in May were up 9% and Wal-Mart (NYSE:WMT) reported a 3.9% rise in sales. Costco shares were up 1.9% after the opening, while Wal-Mart was up about 1.8%.

Investors are expected to keep a close watch on financial stocks again today, particularly Lehman Bros. (NYSE:LEH), which is at the eye of the latest credit crunch storm. Lehman Bros. shares were up 2.5% in early trading today. Federal Reserve vice chairman Donald Kohn is testifying about the banking system this morning before the Senate, Banking, Housing and Urban Affairs Committee.

The dollar relinquished overnight gains against the euro and is now down about 0.6% against that currency unit, but was still up nearly 0.8% versus the yen. A strong dollar should keep pressure on various commodity markets, and is seen as supportive to stocks at this stage of the economic cycle.

Speaking of commodities, crude oil prices were pushing higher into the stock market opening in line with the rise in the euro against the dollar, but were still well off the recent record highs and not that far away from four-week lows. The recent slide in energy prices has provided a little breathing room for airlines, which also stand to benefit from an analyst upgrade overnight on United Airlines (Nasdaq:UAUA) and Northwest Airlines (NYSE:NWA). Tercica shares rocket 99%, to be acquired by Ipsen

Shares of Tercica, Inc. (Nasdaq:TRCA) are rocketing 99% in pre-market trading after the biopharmaceutical company said late Wednesday night that it will be bought out by international pharmaceutical company Ipsen, S.A. (Euronext: IPN) for $663 million, or $9.00 per share in cash.

The proposed cash offer represents a 104% premium over Tercica’s closing price on June 4 and a 74% premium to the volume-weighted average closing share price during the last three months.

Russell 2000 rises

The Russell 2000 (NYSE: IWM) futures are higher and the small-cap index will likely open in positive territory.

The bulls look poised for action this morning despite news of a third consecutive monthly decline in orders for durable goods.

The U.S. Census Bureau reported that orders for durable goods, which are supposed to last at least three years, declined 0.4% in October to $214.45 billion. Economists were expecting orders to stay flat after falling a downwardly revised 1.4% in September.

That tells us that businesses are reining in spending, which feeds fears of a coming slowdown in economic growth.

Investors will also have their eyes on other economic data set to be released later today. The National Association of Realtors will announce home sales for October at 10 a.m. ET, while the U.S. Federal Reserve will release its “beige book” of information about regional economic conditions at 2 p.m. ET.

Tercica partner receives FDA approval for Somatuline Depot

Shares of Tercica, Inc. (Nasdaq: TRCA) are advancing swiftly in pre-market trading after the biopharmaceutical company’s partner reported that its partner Ipsen (Euronext: IPN) received approval from the U.S. Food and Drug Administration for the marketing of Somatuline Depot injection 60, 90 and 120 mg/ml in the United States.

The FDA has also designated Somatuline Depot as an orphan drug for acromegaly. The Orphan Drug Act provides a seven-year period of exclusive marketing to the first manufacturer who obtains marketing approval for a designated orphan product.

Somatuline Depot is used for the long-term treatment of acromegaly in patients who have had an inadequate response to surgery and/or radiotherapy, or for whom surgery and/or radiotherapy is not an option.

Acromegaly is a hormonal disorder that occurs when the pituitary gland produces excess growth hormone. Acromegaly most commonly affects middle-aged adults and can result in serious illness and premature death.

Shares of Tercica jumped 21.41%, or $1.41, to $7.95 in pre-market trading.

Russell 2000 unchanged

The Russell 2000 (NYSE: IWN) is spinning its wheels while the other major U.S. indices have moved up.  At 2:51 p.m. ET the Russell 2000 was down 0.29 points, or 0.03%, to 837.19. The Dow Jones Industrial Average had added 39.59 points, or 0.29%, to 13,541.29.

Shares of Tercica, Inc. (Nasdaq: TRCA) are in positive territory following news that the biopharmaceutical company has signed a deal with industry giant Genentech Inc. (NYSE: DNA) to develop children’s growth failure drugs.  Tercica is developing an injectable treatment that combines its drug Increlex with Genentech’s growth hormone Nutropin for kids, the Brisbane, Calif.-based firm said after Tuesday’s close.  Tersica will receive up to $53 million from Genentech.  Shares are up $0.64, or 12%, to $6.06.

Vital Images, Inc. leads Wednesday small-cap pre-market volume

Medical imaging company Vital Images, Inc. (Nasdaq: VTAL) revealed disappointing second-quarter preliminary results and cut its annual revenue guidance.

Biopharmaceutical company Novacea, Inc. (Nasdaq: NOVC) reported a $60 million deal with healthcare company Schering-Plough Corp. (NYSE: SGP) for the development and commercialization for Novacea’s cancer drug Asentar.

The rally continues

U.S. stocks are holding on to their gains despite news of a drop in April existing home sales.  At 11:29 a.m. ET the Russell 2000 was up 5.26 points, or 0.64%, to 829.06.  The Dow Jones Industrial Average was up 49.98 points, or 0.37%, to 13,491.11.

Shares of Gaithersburg, Md.-based Iomai Corp. (Nasdaq: IOMI) are falling following news its patch-based vaccine for seasonal influenza is less effective than an injected vaccine.
